They're usually lucky not to be caught behind a grain train or something similarly slow. Even if the tracks speed was 90 Amtrak seldom got to run that fast for any length of time.

Next question: with PTC fully operational, do they actually need ATS any more? So if the tracks are maintained for 90 shouldn't PTC let them operate at that speed? ATS should be redundant now.
