True, but 1) overhead wire clearance requirements have generally increased since the NEC was electrified (100 years ago), and 2) the NEC south of New Haven is only 11kv, while the CAHSR will be 25kv. I believe that 21-23 foot clearance is pretty much a nationwide standard (south of NH, the NEC is grandfathered, no retrofitting required). GO 95 allows the SF Muni to have 17 foot wire everywhere because its entire system is captive (i.e. no possibility of freight cars at all). SMDTS, on the other hand, has freight service, so it has the 21 foot wire, particularly where the freight operates.
