Question is: which railroad? I've seen CHP logs where dispatch called SP, then reported the number didn't work (well into the UP/Caltrain/Metrolink era). That said, nearly every grade crossing is listed in a FRA database that's freely available, and can also be displayed as a GIS map. It should be fairly trivial for that information to be made available to dispatchers.
