I believe this is the former site of one of Stauffer Chemical's processing plants to extract phosphorus out of phosphate ore.
There were several phosphate mines in the area. This was related to the plant in Silver Bow, Montana and mines south of there (long gone) and the plant at Conda, Idaho with mines north of there (originally started by Anaconda Copper, still operated by a different owner).
There are numerous similar operations historically or currently in the region. Mining was underground and has transitioned to open pit. Mining has been done near the plants, but now most involve a rail haul the notable exceptions being the plant at Idaho Springs operates a lengthy private heavy haul road and the Pocatello plant is now supplied by a slurry pipeline.
