I didn't see anything in that article about high speed rail, much less HSR tunnels, and I regret I clicked on the link because now cnbc has put its cookies in my computer.

More use of the word "billion" in that article than Carl Sagan's Cosmos.

The article did have this chuckle-worthy quote:

"Newsom also called California the 'Saudi Arabia of lithium,' referring to deposits of the mineral in Imperial County near the Salton Sea."

The Arab state analogy is kind of weird, if you ask me.
