Yes, that is Nevada Dock, used to fuel tankers during WWII. The oil was pumped into tanks up on top of the bluff (when no ship was tied up) and then transferred to the ships by gravity, which made it one of the fastest loading facilities on the West Coast. The dock between Port Costa and Crockett was California Dock.
