Apparently you don't understand the purpose of the Popo cabooses and how they were used. Go back and carefully read the website that someone kindly posted for you.

The real issue is that the thieves are caught and arrested, but release by the DA on "no bail" within 24 hours. That's not much of a deterrent. Read the articles with statements from the UP spokespersons - EVERY person the RR police have arrested have been released by the DA.

So, have you contacted the CPUC like someone suggested? What was their response?
