I am not in the know.

Here is a 2-page press release from Roaring Camp that confirms they do indeed own it.

The California Shortlines group on FB has this comment:

"Two of the RTC Commission Members have ties to Santa Cruz County Greenway, which had collected signatures to put an initiative on the ballot to eliminate future rail transit planning from the county general plan. First District Supervisor Manu Koenig was once Greenway's Executive Director. Second District Alternate Dr. Robert Quinn served on Greenway's Board of Directors.

Through an attempt at adverse abandonment proceedings of the Felton branch via the STB, the RTC is being manipulated to eliminate Roaring Camp's common carrier status in order to force abandonment of the Santa Cruz branch line."
