I visited Martin a couple of years ago (June) and found all the roads that went up to the r/w blocked by locked gates. However I was able to park in an open area below the r/w and hike up to the tunnel area quite easily. I would guess about 1/2 mile hike. I was even treated to a westbound train while I was there! Tunnel mouth is posted "No Trespassing".
