As far as I know that building was constructed when the state bypassed Cloverdale. They move the ROW east of the original alighnment. The passanger station and the maintance building in question were constructed.Someone who lived in the area or worked for NWP would have to chime in if it was ever used. Definitely not tall enough to house an locomotive.
