Patriot Rail Switcher in Atwater CA?

I was driving by the Castle Air Force base in Atwater, CA earlier and noticed a Patriot Rail switcher. It was numbered "1315" with what I assume to be seals of Merced county on it's cab. Does anyone know where this locomotive originates from and why it is there?
