what is the 'leap hour' called?

Daylight savings time is coming up again. Which way is it this time? Spring up or fall down? Anyway I guess most scheduled trains become an hour late, or need to stop for about an hour (if on time) that night, depending on which way the clock moves.
The clock goes from 12:59am to 3:00am in the one case. But I have never heard what the railroad calls the extra hour added in the other case. Does the clock go from 1259am to 1:00am-first, to 1:59am-first to 1:00am-second to 1:59am-second to 2:00am or what? There must be come convention for filling out delay reports, employee pay records, etc. Obviously fire departments, hospitals, and such have the same problem.
I found on the 'net that the "leap second" that is sometimes added to a day is called "24:00:00" followed by "00:00:00" (in military time), but have never read what the "leap hour" is officially called.
