T-MEC corridor project

I had never heard of this project until a friend sent an article about how its backers, apparently upset over a Texas border-crackdown imposed for ten days in April, decided to reroute it through New Mexico, instead of through Texas. The venture aims to link Mazatlán to Winnipeg.

Preparations, studies, et al, have evidently been underway since early 2020. To avoid Texas entirely, it seems to me that the route would have to involve Raton Pass. Can Raton Tunnel accommodate double-stack containers? Anyone have intel on a route trough NM?
