It certainly depends on the route. Rome - Milan takes 2:55 by frequent train. Flying takes longer, as it is a ways out to the airports and then there is security.
Germany is encouraging travel this summer by offering a € 9 ticket for unlimited travel on local and regional trains and transit for one month (June, July or August). You can't ride ICEs and a few others, but if you have the time you can cross the country (and back).
Some have been predicting disaster, with overcrowded trains and such, but so far, so good.
