I don’t think most are whining. A lot of folks are just quitting and moving on. Railroad labor relations has a long history. This new availability policy is just a shot at unionized labor from management in their endless Hatfield vs McCoys internal fued. I am wondering if it was done in retaliation over a some workers who abused the old rules somehow. Now is the union’s turn to use the crisis to rebuild itself.
