Rails and Trails

Is there any problem with having BOTH rail track AND trails? There may not be enough space in some areas, but don't most right-of-ways have space to pave a trail beside the track? A fence may be needed between the two. Where bridges are encountered, the trail could be routed down the hill and through the lowlands that the bridge goes above. I have never believed that having the one means that the other is not possible.
