I thought railroads wanted to keep people away from their rights-of-way because railroading is now so dangerous thanks to PSR and exhausted crews.

It would be bad PR if a tourist family from Anytown, KS is watching a train go by at one of these viewing platforms and a tank car carrying anhydrous ammonia or LPG derails in front of them and breaks open, spilling its contents.

After their skeletal remains are recovered, it might even warrant a mention on CNNs nightly news by Don Lemon after he's done obsessing about January 6th.
