Things started to go downhill after September 11, 2001. Everyone was viewed as a potential terrorist after that. The Chatsworth wreck just made things worse, with the FRA being really paranoid about unauthorized riders or even unauthorized people on stationary equipment. I've heard stories of FRA people "efficiency testing" railroad employees, where they pretend to be railfans and ask the crewmen if they can come aboard a locomotive and have a "look see". If the employee allows it, it's considered a failed test and a fireable offense. The cameras haven't been installed on ALL locomotives and cab cars yet, but they're working on it.
