Tank car storage along Hwy. 29 American Canyon

I noticed a long string of tank cars stored on the Vallejo branch just north of the Napa/Solano county line yesterday. Most of the cars appear to be loaded with LPG. There is a sprawling 3 story apartment complex next to the tracks where the cars are stored. Why did they remove the tank cars in the Schellville yard(where there are only 4 residences nearby) to a location next to dense housing in NIMBY Napa County? I guess we can blame SMART for creating this volatile situation.
