Millions of illegals are allowed to ride the rails outside the US.
Many rail lines out of Texas and less out of Florida and Arizona that could be used to cheaply transport them to welcoming sanctuary cities.
I think freight railroads would be very concerned about being delayed by law enforcement and the liability if the illegals got injured or killed while riding.

Do illegals sue or law enforcement delay railroads in countries outside the US?
If not maybe under NAFTA they could be barred from Law enforcement overreach and lawsuits.
