No. It was because of the amount of diesel engine noise in the cab, particularly turbocharger noise, because it is right behind the electrical cabinet. In them days there was little to no sound deadening materials anywhere. After extensive SACP discussions, the FRA established maximum cab noise levels in the 1980s-1990s.
