"Cramdown by Congress", as you so cutely put it, has happened a few times before. What occurs is that Congress (the capital C means both the House and Senate) takes the PEB recommendations and converts them into an act. Upon upon the Executive branch's ratification, it becomes established as a law (and the new contract).
