The UP went through this in North Platte in the 1990s. Crews & their wives complaining about working way too much. The Unions & the UP came up with a plan where there would be 7 groups. A had Sat-Sun off, B had Sun-Mon off, etc. Since it required an agreement change It had to be put up for a vote. It lost something like 198-3

Boils down to crews want to work as much as they want whenever they want, then lay off whenever they want without restrictions. Unfortunately for them it’s a 24/7/365 business where that’s just not an option.
