It allows each pool crew to book rest in certain increments (12-24-36 hours) at the home terminal when they tie up. It's a good tool to help make doctor appts, your kid's school play, get you out of the all-nighter cycle, etc. Engineer's perogative, if the engineer is off, then the choice is the second person on the assigned pool crew. MRL's extra boards have shorter options.
