For any of those paying attention to Hwy 37 "solutions" and what will become of SMART extensions to the east:

The MTC removed the extension to Suisun City from Plan Bay Area 2050 and told SMART in writing in comments to the EIR and that comment is publicly available.

This finding by MTC staff has been discussed at SMART Board meetings and noted by its new GM Eddy Cummins.

This removal is in conflict with the State Rail Plan. So, those focusing on the rail plan get it wrong.

By the way, the same comment in the EIR led to the removal of any SMART extensions north of Windsor.

Then there is the political reality and timing factor to consider.

Long before much progress is made on the Hwy 37 "plan," SMART will seek a tax extension (probably Nov 2024). It is likely to loose that one too, given how badly they were trounced by opponents to Measure I (March 2020).

Also to consider: In order to pay for the operating expenses of the SMART train traveling to Suisun City, tax measures in Solano, Napa, Sonoma, and Marin counties would need to pass. Possibly some new district could be created so that it would require a 2/3 vote in the newly defined geography.

But long before that would occur, SMART is likely to face another loss at the polls.

And what happens then? I'd sure like to know. Would the state step in and bail them out?
What about freight and the "common carrier" obligation?
