Jerry Brown and company inherited this from Ahnold, and was responsible for none of the decisions regarding where to "slop the trough" in the Valley first. And while there is plenty of blame to go around, for neglect of LOSSAN's needs by the idiots at places ranging the LACMTA and Caltrans back then. Brown failed to reign this in, even when he knew better, in order to avoid problems with Feinstein. Make sure that blame falls where it deserves, but don't buy into bovine excrement that this wasn't a fully bi-partisan theft racket starting all of the way back under Pete Wilson, and including such leading lights as Kurt Pringle who's only priority for LOSSAN was his station contractors in Anaheim.

Yep, Mehdi Morshed for political hacks on the Board, and the years of incompetent planning he lead have resulted in this costly screwed up hot mess. And he and the Board Chairman mislead (lied to) many, including themselves, to do it. The CHSRA's early incompetent management and contractors made all of the decisions on the "runaway money train" for purely political reasoning, not based on any real competent transportation planning, looking at real travel demands, observed market conditons,or any real alternatives analysis looking for the most effective or efficient alternatives. Only speed mattered, not real demand, costs, or even ridership.
