As with many polemical political rants, this bit of "detail" seems to come pulled straight out of the usual source, as inflamed emotions will tend to do that with folks, since the ML 91 line did not start operating until 2002...
I remember, when the 91 ML line opened very well. That's because Jerry Pfeffer of the California Toll Road Consortium claimed that the exclusive franchise his company held on the 91 Toll lanes, had an "anti-compete" no additional (highway) capacity clause that he claimed 91 rail services would violate... I think the conversation ended with the phrase "we're gonna sue your asses off" in a good solid Texas accent...
This is why later, OCTA bought back the private toll road franschise, and took over operation of the toll road themselves, because they could not add needed road improvements to the 91 corridor.
