Sorry to be slightly off topic, but is there a good description somewhere on what parts of Valley link are new RoW vs. use of existing RoW?

The official website is confusing to me as it refers to shared RoW with ACE, but also to using Alameda owned RoW which is I assume the former SP RoW...where it hasn't already been abolished.
