A reply to the video states:

"Let me explain the reason. The overrun was caused by the land acquisition budget increase. So the deal between the 2 countries was only for the infrastructures and mechanicals of the project. For the lands, that was totally up for Indonesia to provide. In the middle of the progress, Indonesia asked China to increase the loan to fund the land acquisition increase, but China declined. Later Indonesia funded the land acquisition with their own budget."
