RR's have a lot of federal authority to overrule local authority granted them in the name of "interstate commerce" - but they best be cautious in how they exert that authority lest they get sideways with "the locals" who can make their life miserable in so many other ways. Small excursion RR's especially. The Mendocino RR seeming to be a case in point......
