The electric locomotive is a Milwaukee Bipolar. There were five, numbered E1 through E5. They all were retired in 1961 and only the E2 was saved. It went to the Museum of Transport in St. Louis, about 1962. I would guess that this picture was taken when the loco was in route to St. Louis. The buildings and background don't look anything like any of the facilities on the MILW's electrified lines. Maybe the MILW shops in Milwaukee Wisconsin? Another clue - there doesn't appear to be any catenary in the picture.

Regarding the diesel, which appears to be an Alco RS2 or RS3 -- I have no clue!
