I didn’t watch the vid. But here is a comment underneath it -

The TL;DR for those who haven't watched the video: the issues are (1) federalism (too much local control), (2) Republican opposition to funding rail, (3) lawsuits (allowing locals too much power), and (4) lack of experience with such projects (hiring experts was expensive).
