3 GP38-2s vs 2 SD40-2s

Instead of the mentally unstable bay area idiots going around in circles about their usual nonsense, how about some railroad related discussion?

3 GP38-2 have the same horsepower per axle as 2 SD40-2. Ignoring fuel consumption, which I believe the SD40s would be more efficient at full load, pulling power wise which would perform better? Starting, at speed etc?
