Caltrans needs to get it's head out it's @$$ and order Sandag to fixed the SD&AE As an emergency outlet.

Nope, the SDIY is a well managed railroad and should be able to handle all bridge traffic in that Windows, even thought back in the days of Senator Jim Mills, there wasn't a vision to defend the Coronado line or that third freight track to Tijuana.
