What Rubio is saying here is that the RR unions should go on strike to the detriment of the rest the US economy. It's a bit bizzare to hear a GOP-type being so pro-labor.

Biden has already said he doesn't really want to force the RR unions back to work, but when weighed against the rest of the economic well being of the entire country while its economy still in a rather fragile state, he would do so, albeit reluctantly.

Perhaps Rubio wants the economy to tank and put lots of people to be put out of work so he can turn around and crab about how the Biden Administration increased unemployment.

Congressional action is the last step, and from what I've read in the last couple of days, it will essentially follow along the lines of the PEB recommendations, which is exactly what I've said in previous posts.

Rubio is speaking out of both sides of his mouth here because the Taft-Hartley Act, which also figures in, put Labor at a disadvantage. It was passed by the GOP over Presidential veto.
