OK,Thanks for the correction. I knew Reagan was involved with some of the emissions regs.
I do remember disconnecting the " Smog Pump " on my 1972 Chevy pickup; easy to do as it was on its' own V-Belt. I followed the instructions of my high school shop teacher, remembering to plug the hoses too. Then I would re-connect everything before having the truck " smogged " every year.
