SMART is a joke. So innocuous, so marginal, so ineffectual as to not impinge highway funding. When Marin does talk mass transit it comes up with the nonsensical notion of laying BART broad gauge across the Richmond-San Rafael bridge. There is hardly enough business on this route to support an occasional bus. The North Bay is decades away from recognizing that the Golden Gate Bridge must provide the access for rail transit to San Francisco. The don't even have the foresight and imagination to accomodate the rail ROW in the Doyle Drive scheme.

The North Bay has been joined at the hip to the automobile for a hundred years. If you go back and read the old local newspapers you will find that virtually issue headlined calls for more and better roads. They were already agitating for a bridge to replace the ferryboats in the teens.
