The only problem BOB2 is seeing is the usual failure to plan for providing the kind of 12 train round trip a day schedule of necessary services to make this kind of investment worthwhile on a competitive long tern cost per passenger mile basis.
Will a pretty inadequate four train round trip schedule really bring about the kind of market penetration necessary to optimize the investment? This is a legitimate criticism of things like SMART and the Perris services. Underperformance due to lack of frequent services required to provide adequate mobility options to attract sufficient ridership.
This kind of true market optimization based traveler/user needs focused planning has used by Brightline in their operational and investment planning, but still is a major problem with many of our public sector rail passenger investments.
