This is a legitimate criticism of things like SMART and the Perris services. Underperformance due to lack of frequent services required to provide adequate mobility options to attract sufficient ridership.

This kind of true market optimization based traveler/user needs focused planning has used by Brightline in their operational and investment planning, but still is a major problem with many of our public sector rail passenger investments.
