N Golden State Blvd will be moved/shifted west about 1000 feet (in that area of construction). After the shift (new road is built), the old pavement will be torn up and the old road path will become the current HSR alignment(for the most part). N Golden State Blvd will be demolished from Herndon Ave south to become the HSR ROW. Hope that makes sense.

Here is a Google maps view which you can see the construction shift in progress. It will not ne as drastic on other parts of the ROW (shifted 50 to 100 feet elsewhere):
