All good ideas. Bring railroad employment back to pre PSR levels if that's what it takes to keep the railroads fluid. Allow for open access to all shippers. Impose huge fines when railroads impose embargoes. Enforce common carrier obligation. UP was making record profits before it adopted the Precision Schedule Railroading model of operation.
