Did you read the part of the article where the detector was going off over a particular locomotive and the help desk told the crew to continue, where the train then later piled up? This same scenario happened years ago involving "The Canadian".
With PSR on the scene, it's a whole different ball game. Maybe this wreck will lead to some reforms, but don't hold your breath. Pete Buttigieg will probably conduct an investigation to see how many HBD maintainers are white compared to other races.
