Good old Cato. They hope blue areas will never succeed, and by God they want to help. The population will never grow. The car will conquer all!

There are two things to increase capacity across the bay:

Improve the ancient signal and control system, which will allow 30 trains per hour through the tube. Federal dollars to expand the System's Transbay capacity was approved on September 16, 2020.

New tunnels under the bay so that BART can run all night. Maintenance can be done on one tunnel while the other is still in use. And Caltrain and HSR can run through to Oakland and on to Sacramento. This is definitely down the road apiece but (as CAHSR has shown) it is best to get your ducks in a row before throwing billions at the project.
