If a railroad doesn't want the new business, which applies to just about anything other than intermodal or unit trains anymore, they will come up with insane figures of "necessary" improvements to try to make it go away. Obviously in this case, there was a lot of local opposition to the plant being built in Newport, but I'm sure the BNSF's claim of $50 million didn't help. Just look at what the UP wanted for Amtrak to make the Sunset daily. Wasn't it north of a billion dollars to add four trains a week? Insane.
