I don't recall Inspector Callahan ever shooting a person that was lying down. Rather his famous speech was an encouragement to the young lad to behave himself and submit to arrest. I think all will agree that the Inspector's Smith and Wesson's Model 29 revolver with its light loads was a suitable tool to accomplish that goal.
