SANDAG is sandbagging all right, and now there is bi-partisan questioning of both the current management practices, and of some members of the Board "slow walking" any follow on of action, on the serious issues uncovered in second phase of the audit. Which seem to revolve around questionable contracting/RFP practices and a culture of allowing "open ended" amending of existing original "fixed price" bid contracts, with hefty increases in the contract amounts.
