False. The U.S. Portion of the line of the old KCM&O from Presdio to Paisano Junction and from Alpine to San Angelo Jct. is NOT owned by the Mexican Government, it is owned by the Texas Department of Transportation (TXDOT), after the South Orient Railroad sold it to them.

TXDOT is Leasing the line to "Texas-Pacifico Transportation, LTD", a subdiary wholly owned by Grupo Mexico Transportes. Texas-Pacifico is Ferromex's "baby brother".

The Mexican side of the KCM&O is concessioned to Ferromex. The Mexican part of the KCM&O and the rest of the rail system in Mexico is fully owned by the Mexican Federal Government...

Basically, Ferromex and Texas-Pacifico don't own any tracks.
