Lot's of factors in are different in many different places, but they tend to use "factors" in making these investments and properly operating these systems, and not solely of "visions" from "visionary" politician like Quentin Kopp of how we can be just like the Germans and Chinese, regardless of what those "factors" may tell us about rail travel demand, and a contractor driven self serving process that continues to reward lying massive cost increases, and utter incompetence at taxpayer expense.

Then there are the billion dollar LRT lines that offer 20 minute service frequencies, the $300 million dollar commute extensions that offer only 4 round trips a day, or the bus services in our "high density" areas that have been cut back to every 45 minutes. The "denseness" of this kind of stupidity results in substandard performance, regardless of what other "factors" might have favored transit or rail use.
