It was near the north end of the "Green Line" that someday, in some dreams, will extend to the airport. For now, it's a one-car "dinky" shuttle between 13th St (east end of downtown) and Richards Blvd, serving mainly Greyhound patrons (station is a block away on Richards). So the loss of service for the day didn't bother many people other than the ones who just ride the car back and forth all day. They didn't even bother with a bus bridge; there's regular bus service to the area anyway.
Interesting looking at the video. The "big hook" is a HD tow truck RT has, that's equipped as hi-rail for use on private r/w.
