Since no shippers are moving to UP because of the steam program, the shareholders would be correct in such an appraisal.

I'd be interested to see the cost/benefit analysis for a corporate public relations program that exponentially increases liability by dangling a historic carrot in front of potential trespassers (and litigants).

I like steam as much as the next guy and would love to see the mainline excursions of the 80s and 90s return, but from a strictly corporate bottom line, that's honestly an idiotic idea.
