"We're Not Europe" is usually the rallying cry of those who want no HSR at all - let everybody drive until they die.
I also think electrification will come for even conventional rail. The traffic density will grow, especially in areas like LA and other port zones, to where diesels can't practically move it. And you will need the "remote emission" characteristic of electric locos to keep localized air pollution issues down to a dull roar.
So go forth, HSR, and prosper. As it turns out, the "starter" line looks halfway feasible from a construction standpoint, and should generate enough boardings to at least make a decent dent in its operating cost. The I-5 routing WAS considered, several times, but it just doesn't have the likely patronage in the early years to make the massive cost as a first line worthwhile.
